Leaping into 2004
2004 is a leap year, which prompted a discussion today about those folks who happen to be born on Feb. 29. Do they actually celebrate birthdays only every four years? Is a 24-year old leap year person actually only 6? Assuming there's a legal exemption for allowing them to click over on the counter each year (so that they can drink, vote, drive, rent cars, etc.), do they celebrate their birthday on Feb. 28 or Mar. 1?
Maybe there's some esoteric law by which these folks get a one-minute window between 11:59:30 PM on Feb. 28 and 12:00:30 AM on Mar. 1 where it is legally Feb. 29 in a non-leap year, giving them the opportunity to celebrate their birthday for one minute.
Yes, one's mind is given over to thinking about these things when you're in the office in the afternoon on New Year's Eve.
